Abstract
Suggests that the measure of income and population potentials be applied. This would mean an introduction of a system approach and stressing the role of the inter-regional dependences in the formation of the spatial variability of income. In an analysis of regional differentiation this measure takes the form of index P which is the quotient of the potential of the regional income and the potential of the population of the region.-from English summary.
