Significance of EU regional policy in shaping the environmental dimension of socio-economic development in Poland

Abstract

The major aim of the dissertation is to determine the importance of the EU regional policy funds in shaping the environmental dimension of sustainable development in Poland in the system of economic activity spheres key to the environment: power sector, transport, water and waste management and environmental conservation. Timeframe of the research pertains to 2004-2015 and the spatial scope to 16 Polish provinces. There were employed a various types of research methods like: indicator methods, classification methods and correlation and regression methods. Identification of the regional disparities in terms of the value of gained structural funds confirmed the existence of similarities with the disparities of the level of environmental problems. Identification of the impact of EU regional policy intervention on pro-environmental changes of the economy confirmed to a greater or lesser degree the occurrence of linear dependence in all considered spheres of economic activity. Next stage of the research included the identification of significance of the pro-environmental economic changes for the natural environment condition. There were confirmed only two categories of significant relations: influence of development of cycling on air quality and impact of natural conservation improvement on the state of biodiversity. Results of the comparison environmental intervention of EU regional policy to other factors shaping the natural environment were unfavourable for EU’s intervention. However it should be noted, that European funds had a share in shaping the level of pro-environmental changes within selected economic spheres key to natural environment.
