## Development and activity of local government in Ostrów Wielkopolski in the years 1919-1999

#### Abstract

The 25th anniversary of elections in 1990 became a reason to characterize the history of local government. Chosen period of research presents not only the dynamic development of local institutions but also their artificiality and liquidation. The chronological scope of research starts from 1918 when Poland regained sovereignty until 1999 when the second stage of reforms related to the reconstruction of territorial division and establishment of local government was implemented. The thesis contains: introduction, seven chapters, conclusion, appendixes, bibliography, lists of abbreviations and tables. Each historical period was described using legal basis. The study focused on characteristic of historical background and the most important local institutions. The purpose of this thesis was to describe the most important legal and organizational changes of the local government in Ostrów Wielkopolski. Furthermore, the aim was to characterize the statutory activities and work of the municipal authorities. The thesis also focused on the analysis of the sources of income, subsidies and the financial expenses. It was found that development of institutions in the local government had an exceptional impact on local community which was struggling with rebuilding their cultural identity and social capital after many wars. In the XX century all the citizens of Ostrów Wielkpolski underwent the process of liberation. They voted in elections and consequently achieved the intended results. All the taken actions were necessary in order to build the basis of civil society.
